Cost
The project has been divided into three initial phases to match the cost of upgrading the NHHS rail line with available Federal funding. Federal and state funding have been secured for Phases 1 and 2, and state funding is available for Phase 3. In April 2011, Connecticut applied for $227 million in Federal funding for Phase 3; on May 9, 2011, the FRA awarded the first $30 million of this request (see Governor Malloy’s press release). Connecticut will seek the remainder of the funding for Phase 3 in 2012. If all funding is provided prior to construction, then the entire project will be constructed at the same time. The total project cost is currently estimated at $647 million.

The NHHS Rail Service can be launched in 2016 with the funding that has already been awarded.
Connecticut intends to seek additional funding from the FRA and the Federal Transit Administration to complete Phase 3 and for future phases of the project which include the following improvements to the NHHS rail line:
- New train equipment
- Future regional service stations at North Haven, Newington, West Hartford and Enfield
- Long-term improvements to the Hartford Viaduct and Springfield station and the Connecticut River bridge at Windsor Locks
- Additional long-term parking at most stations
